Do bicycle style necks fit the fork tube on these?

Ha!  Guess I'll just yank one and try..I think my NE5 whizzer may be metric or I'd try that one.....maybe a Schwinn will fit it

I used a neck from a old kids BMX bike, and it fit no problem.

No problem.  If I remember corectly, I did need to sand inside of neck with some sandpaper wrapped around a dowel to smooth out and remove some surface rust, and had to clean up the gooseneck with sandpaper also.
