Did Simplex bikes have mirrors on the handle bars?

I don't think so , Paul .

I don't recall ever seeing mirrors in any of the fliers or ads .
And , the M manual seems to be void of any mention of mirrors . 
Maybe they were offered as an accessory at some point . but ???
