Are those high rise handlebars on the red 1959 "Sportsman" original?
Is that the only year Simplex cycles had handlebars like that?

They are correct on sportsman’s from 1958-1960. I had a 1959 Sportsman, with the rear footpegs, an uncomfortable bike to ride.
