Bruce ,
The front fender is / was normally mounted opposite from how you have it pictured .
And , you could leave the choke on the left side . Maybe flip it and mount it to the underside of the bar .
That's how it is on my Suzuki .

Pretty sure you're right .
Your frame seems to match an Airman as the front motor 'bay' tubes are curved , unlike the straight tubes of the Commando , and the 'bay' size matches the bigger area of the Airman .
