Look at p/n 813 on the first page. The carb mounting gasket. That is exactly how mine was and is.  I know the outcome of closing down the intake port but why do you think Simplex really wanted to do it?  To lower the speed for safety?  To save revs on the engine?  Anyways, I didn't argue with the great engineers of The Simplex Corp. and made an identical gasket when I put my engine back together.

In the Wollard book they talk about how Treen purposely choked them down to limit top speed "for safety".  I'll bet it was the competition that eventually forced him to make improvements in power.
