New to site. I have a Simplex I'm restoring. Frame # 08468 Engine # M16632B How do I find what year this bike is? Thanks

Welcome to the group. RickS has done some work in figuring out model years, so hopefully He'll chime in. I just bought one yesterday & have the same question. My numbers are:
Engine M23561B
Frame 15249
The guy thought it was a '56 model, When I was scraping off the black paint to get theserial number, I can see the original frame color was blue (now black).

Going by the limited info I have, I would estimate your bike to be a late 1954 or early 1955.
I received the following info from a very knowledgable guy:
Frame #08195 is a military model with government documentation of production as a 1954 model.
Frame #08284 is my frame
Frame # 08815 is an Anniversary Model (which was 1955).
Now, if we slot yours in just under mine, # 08468, it is between 2 documented bikes. I was told mine was a 1954, but who really knows?
