BUYING ADVICE - HOW MUCH SHOULD I OFFER?

Hi Guys,

I'm looking at buying my first Simplex, it's apparently a 1945 with non-original Briggs and Stratton engine and running although from what I understand, not quite running 'like a dream'. It's 1200km away so my collection costs are already going to be a factor.
I've attached a pic, if anyone can give any advice on the year and a ballpark offer starting price it would be much appreciated.

IMHO, non original bikes loose much of their value.  That said, the original parts that make up the bike are its value.  It does have a front brake, which is a definite bonus, the tank looks good also.  Missing fenders is a downside.  All in all, I would probably give $800-1200 for such a bike, depending on condition of the wheels and tires.
