Handle bars

Hi all,

My cycle maybe from 40 to 42. The upright, that the handle bar mounts into, looks like it was cast and is marked PAT. NO. 99301. I looked up that pat# and it comes up as a patent for a meat chopper dated 1870. Has anyone seen anything like that?
