Clutch Brake

I need to know if the brake pad for clutch should set deeper in hub. Please see pics

On mine, you can not see any of the brake pad, so I would guess it should sit a little deeper.  What is holding it out?

Mine looked a lot like yours.  I turned the back side down a little on the lathe so the shoes would set deeper, but you have to add a shim to the outside, under the retaining clip.

Obviously , the shoes are completely in the drum . There may be a slight portion of the shoe that will wear less than the rest due to the rounded edge of the drum .
