Interesting, the clutch drawing shows half a single track and half a double track clutch.

Rick ,
Maybe the upper half of the drawing simply has more 'cutaway' to show what's suppose to be , as the inner sheave or face has a thicker base flange and wall configuration than the outer .

Does that wheel pulley drop to the center of the wheel a bit , once mounted ?
That would explain an 8° deviation of the attachment lip .
