This was in a box of stuff ken bought....I don't know what it is or how its used.

That is a manual transmission.  I don't know exactly what years, but I would venture a guess 1949-1953 or so, as the pulleys are aluminum.  I think the earlier years used steel pulleys.

I have never had one.  Get a copy of Gary Wollards book; Norm Burton wrote a very good section on how it works.
