The gentleman took the time to post the following answer to my question :

"I built it up just far enough so I could sell it. It's out in west someplace now."

So , obviously , he left the finish details to the new owner .

Yeah, he seems to start but not finish things. 

Just like when someone is selling a project, they tell you all the hard work is done, just needs finishing.  To me that means they did all the easy stuff and don't have the ability to do the hard stuff.
