Turns out I had to chase both parts but a die for this size was like $100 so I made my own thread chaser by using the tap I bought. And then it screwed on so nice! The threads on the steering tube weren't bad but about .007 or .008 thousandths out of round but the chaser fixed it up. It is a wonder it wasn't worse as I had to heat the nut to get it off. I used 4140 preheat treat steel so it is hardened but not so much I couldn't machine it.
