He probably bought it for a few hundred dollars at the estate sale and thinks he stumbled across the find of a lifetime! I wonder why he thinks it was the 69th engine built? It is not a 1935-1940 that he thinks it is, judging by the kickstart and 2" wheels.
Update: I messaged the seller and found out it is a Model L Engine # is L00069B.
